中日俄三国医疗保险制度比较及其启示

摘　　要：随着人们对健康状况重视程度的提高,对医疗保险的发展也提出了更高的要求。现阶段我国虽然已经初步建立了基本医疗保障体系,但还存在着很多问题。如何针对现有的制度体系对医疗保险制度进行合理的改革与优化,是我国医疗保险制度未来的战略重点,同时也是实现健康中国梦的关键所在。日本和俄国医疗保险制度建立比较早、覆盖面比较广,规定内容也相对完善。因此,通过考察分析日俄两国医疗保险制度的建立和改革经验,结合我国的国情和实际需要,提出适合我国医疗保障体系改革建设的方向与建议。With the improvement of people’s attention to health status, people also put forward higher requirements for the development of medical insurance. At this stage, although China has initially established a basic medical security system, there are still many problems. How to reasonably reform and optimize the medical insurance system according to the existing system is not only the strategic focus of China’s medical insurance system in the future, but also the key to realizing the healthy Chinese dream. As developed countries, Japan and Russia established their medical insurance system earlier, with a wide coverage and relatively perfect provisions. By investigating and analyzing the experience of the establishment and reform of the medical insurance system in Japan and Russia, combined with China’s national conditions and actual needs, this paper puts forward the direction and suggestions suitable for the reform and construction of China’s medical security system.
