秘鲁的社会排斥与印第安人的生存困境——以新冠肺炎疫情为例

摘　　要：2020年,新冠肺炎疫情在秘鲁的蔓延给该国印第安人的生存状况造成极大威胁,这不仅包括病毒直接造成的生命健康危机,还包括经济收入来源中断造成的生存困境。新冠肺炎疫情危机下秘鲁印第安人脆弱的生存状况与其长期以来在健康医疗、就业和教育领域遭受的社会排斥问题有关,使其无法公平完整地获得和享受与生存紧密相关的权利、资源和机会。改善疫情下秘鲁印第安人的生存困境,不仅需要加强当下针对印第安人的抗疫保护措施,还需要以消除社会排斥为目标,推动秘鲁相关社会制度和政策的改革,为印第安人真正享有合法权利、平等获得资源和机会提供切实可行的途径和保障。The spread of COVID-19 in Peru since 2020 has posed a significant threat to the livelihoods of the country’s Indian population, not only directly due to the health crisis caused by the virus, but also due to the disruption of economic sources of income. The fragile living conditions of Peruvian Indians during the COVID-19 crisis are linked to their long-standing social exclusion in the areas of health care, employment and education, which prevents them from equitable and complete access to and enjoyment of rights, resources and opportunities that are closely related to their survival. To address the survival predicament of native Indians in Peru under COVID-19 needs not only to strengthen the protective measures for Indians against the pandemic, but also to set eliminating social exclusion against Indians as a goal, and promote the reform of relevant social institutions and policies, so as to provide feasible ways and reliable guarantees for native Indians to fully enjoy their legitimate rights and equally obtain resources and opportunities.
