基于疫情防控政策的中小学安全管理新模式研究

摘　　要：为加强中小学校的安全管理工作,通过内容分析的方法,对中小学公共卫生相关文件、新冠疫情期间发布的相关文件、疫情防控技术方案等进行研究,以探究中小学校如何开展常态化危机管理并基于疫情防控政策提出中小学安全管理新模式。研究发现:中小学校在传染病防控工作中的主体地位没有得到保证,而疫情防控期间的安全管理工作强化了中小学安全管理的主体地位。基于危机常态化管理理念,借鉴疫情期间明确划分责任、加强重点管控等做法提出中小学安全管理新模式。In order to strengthen safety management in primary and middle schools,the content analysis method was used to study documents related to the public health in primary and middle schools,documents issued during the COVID-19epidemic,and technical solutions for the prevention and control of the epidemic,so as to explore how to implement the normalized crisis management and propose new safety management mode based on epidemic prevention and control policies in primary and middle schools. The study found that the dominant role of primary and middle schools in the prevention and control of contagions was not guaranteed,while the safety management work during the prevention and control of the epidemic highlighted the dominant role of primary and middle schools. A new mode for the safety management of primary and middle schools was proposed from such measures as laying the base on the normalized crisis management idea,using the method of responsibility division during the epidemic,and strengthen the management and control of key points.
