摘　　要：为了解机构改革后陕西省基层动物检疫工作中存在的问题,以某市承担动物检疫职能的12个县级机构和113个乡镇级机构作为研究对象,从体系建设、畜禽检疫、信息化建设等方面进行了问卷调查和现场调研。调研发现该市基层动物检疫工作主要存在以下问题:设置不统一,检疫职能承接不顺畅;动物检疫工作队伍压缩,检疫工作压力加大;检疫从业人员老龄化,专业力量出现断层;检疫工作经费支撑不足,检疫人员待遇无保障;检疫信息化平台使用率不高。针对上述问题建议:合理设置检疫机构,促进检疫职能顺利承接;加强人才队伍建设,提高检疫技术水平;加大资金投入力度,保障人员福利待遇;持续推动智慧检疫建设,提高检疫工作效率。In order to investigate possible problems existing in field animal quarantine in Shaanxi Province after the institutional reform,targeting at 12 institutions at county level and 113 institutions at town level responsible for animal quarantine,a questionnaire and on-site investigation were conducted from the aspects of system construction,livestock and poultry quarantine and information construction.Following problems were found in the practice:non-unified setup,hindered undertaking of quarantine function;reduced team for animal quarantine and increasing pressure on quarantine work;aging quarantine practitioners and abruption of professional team;insufficient funds for quarantine and no guaranty for the remuneration of quarantine personnel;and poor utilization rate of quarantine information platform.It was therefore recommended to set up quarantine institutions reasonably to promote smooth undertaking of quarantine functions;strengthen the construction of professional team and improve its level of quarantine technology;increase the investment of funds to ensure the welfare of staff;and continue to promote the construction of intelligent quarantine to improve the efficiency of quarantine.
