摘 要:针对海上无人装备指挥人才培养需求,充分借鉴美国海军相对成熟的海上无人系统使命任务论证规划经验,以及美国陆军空中无人机分队的职责部署方式,采用管理学家雷蒙德·诺伊提出的诺伊分析法对海上无人装备运用与指挥岗位的能力需求进行分析,提出了包含作战指挥、组训管理、装备运用和应急保障四个方面的专业能力模型,为构建海上无人装备指挥、管理、运用和保障一体化指挥人才培养路径提供指导。In response to the cultivation of commanders for naval unmanned maritime equipment,the capability requirements of commander posts are analyzed by using Noe analysis method(raised by managerialist Raymond A.Noe)and referencing the relatively mature experience in mission and plan of the U.S.Navy unmanned maritime system,as well as the responsibilities and deployment methods of the U.S.Army′s UAV units.A professional capability model is proposed involving such aspects as combat command,group training management,equipment application and emergency support,which may provide guidance for building an integrated cultivating path for commander talents of naval unmanned maritime equipment.
