摘　　要：当前,我国经济发展面临需求收缩、供给冲击、预期转弱三重压力。工业是经济发展的“压舱石”,企业是动力源。“双碳”目标下实施新一轮大规模绿色低碳升级改造能够有效拉动投资,振作工业经济运行,推进高质量发展。但企业作为投资主体仍存在盲目投资、动力不足等问题。政府部门、金融机构则面临项目筛选难、投资风险大的问题。为此,提出工业“绿码”的概念,以期为工业企业精准画像,指引企业立足实际开展绿色低碳升级改造。同时,推进政府部门、投融资机构等形成合力,构建激励与约束并重的产业政策体系,满足企业差异化融资需求,进一步扩大有效投资,推动绿色低碳转型升级。At present,economic development faces the triple pressures of shrinking demand,supply shock and weakening expectation in China.It is known that industry is the"ballast stone"of economic development and enterprises are the power source.The implementation of greener and lower carbon technical transformation can effectively stimulate investment,invigorate the economy and promote high-quality development.However,there are problems such as blind investment,insufficient motivation and high investment risk.Therefore,it is necessary to explore and implement the industrial enterprise"green code".It can accurately portray the green and low-carbon development level of industrial enterprises and guide enterprises to improve based on reality.At the same time,it will help the government departments,investment and financing institutions to form a joint force to formulate a package policy system of constraints and incentives,to further expand effective investment and promote green and low-carbon transformation and upgrading.
