摘 要:随着国民经济的快速发展,中国公路货运总量逐年增加。但由于我国公路货运行业具有市场集中度低、运力分散等特征,导致了我国公路货运公司小、散、乱、差、运力资源浪费严重的现状。“互联网+公路货运”模式是缓解这一局面,提高我国公路货运集中度的有效途径。随着“互联网+”在公路运输行业的推广,“互联网+”公路运输平台企业正在快速发展,许多新的决策问题也随之而来。本文主要研究“互联网+公路货运”背景下的园区互连公路货运平台企业在组织跨区域园区间干线运输过程中出现的大规模运力资源分配问题。该类货运平台企业具有注册运输企业数量大;运输业务覆盖地域广的特点,并且还面临全国多干线多承运商的运价波动风险。为此,本文构建了考虑运价波动的大规模鲁棒运力资源分配模型。根据这一模型具有的复杂半无限规划的特征,本文应用对偶范数的基本性质,将此模型转化为可计算的确定性非线性凸锥规划问题,针对该模型规模巨大,变量众多的难点,本文提出一种一阶原始对偶并行算法对该问题进行并行求解;并通过仿真实验,验证了本文提出的鲁棒运力资源分配方法可以帮助货运平台制定能够克服运价波动风险的大规模运力资源分配计划,科学设计平台保量合约策略;同时证明了本文提出的算法能够有效求解大规模鲁棒运力资源分配问题。With national economic growth,the total amount of road freight in China has increased every year.However,because of the road freight industry′s low market concentration and dispersed transport capacity,transportation resources have been wasted in China′s road freight market.The“Internet plus road freight”model is an effective way to alleviate this situation and increase road freight concentration.Currently,with the promotion of“Internet plus”in the road transport industry,companies focusing on“Internet plus”road transport platforms are developing rapidly,bringing many new decision-making problems.This paper mainly examines the large-scale transportation resource allocation problems with the park interconnected road freight platforms.The park interconnected road freight platform is an example of the“Internet plus”initiative′s application in the transportation industry.The aim of the companies managing road freight platforms is to establish a stable platform for bilateral users and ensure the platform can provide high-quality transportation services.Park interconnection platform companies provide information support and management services for many logistics parks across the country.These kinds of support and services will help platform companies establish a stable relationship with logistics parks,thereby allowing them to provide standardized trunk transportation services that better meet the needs of logistics park enterprises.On the one hand,standardized trunk transportation service attracts more logistics park companies to sign transportation contracts with the platform,which ensures the platform has stable transportation demand.On the other hand,the platform guarantees sufficient transportation resources by developing self-operating capabilities and attracting road freight companies to join.Under the premise of meeting the transportation needs of cargo owners,the platform makes full use of the advantages of resource integration by means of intelligent decision-making and scientific alloca
