互惠共生:政府与农民互构式治理机制

摘　　要：政府与农民的互构式治理意味着乡村治理现代化和长期巩固脱贫攻坚成果的实现,需要“自上而下”的政府治理与“自下而上”的农民参与双轨道有效耦合。研究以社会互构论为认知范式,以“互惠共生”关系为视角,以红岩村“村民议事会”作为案例,政府和农民的互构式治理过程呈现“强政府-强农民”的良性互构模式,以此化解乡村治理困境、创新基层民主治理,通过互构主体、互构动力、互构方式、互构域四个要素相互作用以达到互构式治理机制运行最佳效能。未来互构式治理机制的优化路径,需要坚持多元主体协同共治、实现赋权增能、强化政府治理与村民自治互动、加强文化和情感建设。The mutual construction governance between the government and rural residents means the realization of modernization of rural governance and long-term consolidation of poverty eradication achievements and requires the effective matching and deep integration of the“top-down”governance of the government and the“bottom-up”participation of rural residents.Based on the social mutual construction theory,and from the perspective of“mutually beneficial symbiosis”,this paper takes the villagers′discussion conference in Hongyan village as a case,the interactive governance process of government and rural residents presents a benign interactive model of“strong government-strong rural residents”,so as to resolve the difficulties of rural governance and to innovate grass-roots democratic governance.Through the interaction of four elements,namely,the subjects,motive forces,modes and domain of mutual construction,the best efficiency of the interaction governance can be achieved.The measures to optimize the mutual governance include adhering to the collaborative governance of multiple subjects,realizing empowerment,strengthening the interaction between government governance and villagers′autonomy,and strengthening cultural and emotional construction.
