高铁开通、技术创新与经济空间均衡:一个三部门新经济地理模型的解释

摘　　要：本文构建了一个两区域、两要素和三部门的新经济地理模型,探析了空间均衡下高铁开通、技术创新与经济增长的理论机制。基于此,将高铁开通视为一项“准自然实验”,运用多期DID模型检验高铁开通、技术创新对经济增长的影响效应。研究发现:(1)理论上,高铁开通能降低区域间创新要素流动成本,促进创新资源由技术中心区向外围区扩散,使技术创新在区域间实现稳定的“对称均衡”空间结构,进而推动各地区经济实现平衡增长。(2)高铁开通对技术创新具有显著的正向影响效应,高铁建设越完善则越有利于促进“技术溢出”,从而提高区域整体技术创新水平。(3)高铁开通对经济增长具有显著的正向影响效应,而技术创新是高铁开通影响经济增长的重要机制,高铁开通能够通过调节技术创新来促进经济增长。总体上,高铁开通有利于发挥技术创新的“溢出效应”来实现区域经济协调发展,从而能够塑造更加均匀的经济空间分布格局。The paper constructs a new economic geography model of two regions,two elements and three sectors,and analyzes the theoretical mechanism between high-speed railway,technological innovation and economic growth in spatial equilibrium.Based on this,high-speed railway is regarded as a“quasi natural experiment”,and the time-varying DID model is used to test the impact of high-speed railway and technological innovation on economic growth.Study shows that:(1)In theory,high-speed railway can reduce the flow cost of innovation elements between regions,so as to promote the diffusion of innovation resources from the technology center to the peripheral areas,realize a stable“symmetrical and balanced”spatial structure of technological innovation among regions,and promote economic growth in all regions.(2)High-speed railway has a significant positive impact on technological innovation.The more perfect the construction of high-speed railway,the more conducive it is to promote“technology spillover”,so as to improve the overall level of technological innovation in the region.(3)High-speed railway has a significant positive effect on economic growth,and technological innovation is an important mechanism for high-speed railway to affect economic growth.High-speed railway can promote economic growth by regulating technological innovation.In general,high-speed railway is conducive to give play to the“spillover effect”of technological innovation to realize the coordinated development of regional economy,so as to shape a more uniform economic spatial distribution pattern.
