摘　　要：[目的/意义]科技安全情报是国家科技安全的重要保障之一,是国家科技体系和国家安全情报体系的重要组成部分,同时也关乎其他领域的国家安全,有必要对科技安全情报体系进行深入研究。[方法/过程]在既有研究的基础上,阐释科技安全与科技安全情报的内涵;以情报研究和情报工作“三个维度和一根链条”为基础,提出科技安全情报的“结构—流程—输出”模型。[结果/结论]构建了一个由结构体系、流程体系、输出体系三个部分组成的科技安全情报体系,并详细论证了三个体系的主要框架结构,也为我国科技安全情报工作实践提供相应的理论遵循。[Purpose/significance]Security intelligence of science and technology is not only one of the principal guarantees of national science and technology security,but also related to national security in other fields.Meanwhile,the security intelligence of science and technology is also an essential part of the national science and technology system and national security intelligence system.It is vital to conduct in-depth research on security intelligence of science and technology system.[Method/process]On the basis of existing research,the paper explains the connotation of scientific and technological security,security intelligence of science and technology;based on the“three dimensions of knowledge,action and organization,and the chain”of intelligence studies and practice,this paper puts forward the“structure-process-output”model of the security intelligence of science and technology.[Result/conclusion]This paper constructs the security intelligence of science and technology system composed by the structural system,the procedural system and the output system.It demonstrates the main framework structure of the three systems in detail,which also provides corresponding theoretical guidance for the practice of scientific and technological security intelligence.
