摘　　要：尽管我国公共政策研究面临的任务艰巨而复杂,但是研究公共政策社会心理逆效应的形成和发展规律,从而科学防范或修复公共政策社会心理逆效应,已经成为我国公共政策理论研究现实而迫切的需要。本文从我国公共政策制定、实施和完善的实践出发,以心理控制逆效应理论和公共政策研究成果为基础,提出公共政策社会心理逆效应构念,然后对公共政策社会心理逆效应的形成机制、主要变量、心理负荷等基本内容进行系统分析,最后基于结构方程模型设计公共政策社会心理逆效应的关键变量测量指标,初步阐述了公共政策社会心理逆效应理论提出的科学性和可行性,为公共政策社会心理逆效应原理和实证分析的深入研究提供了基础。Although the public policy research in China is facing an arduous and complex task,it is a realistic and urgent need to study the formation and development law of the social psychological adverse effect of public policy,so as to scientifically prevent or repair the social psychological adverse effect of public policy.Starting from the practice of public policy formulation,implementation and improvement in China,and based on the theory of psychological control adverse effect and the research results of public policy,this article puts forward the concept of social psychological adverse effect of public policy,then systematically analyzes the formation mechanism,main variables,psychological load and psychological adverse effect of public policy,and finally designs the key variable measurement indicators of social psychological adverse effect of public policy based on structural equation model.It preliminarily expounds the scientificity and feasibility of putting forward the theory of social psychological adverse effect of public policy,laying a basis for the in-depth study of the principle and empirical analysis of social psychological adverse effect of public policy.
