摘　　要：通过收集整理近年来湖南省关于高校科技成果转化的政策发布、重大成果展示、服务模式创新等典型做法,结合2019—2020年湖南省高校科技成果转化年度报告数据以及高校技术合同登记情况,分析了高校科技成果转化过程中的堵点、难点所在,以“小切口,准定位”的方式提出了“系统性的改革方式”,以期盘活湖南省科技成果转化生态环境。By collecting and sorting out the typical practices of Hunan Province on the transformation of scientific and technological achievements in colleges and universities in recent years,such as policy release,major achievement display and service mode innovation,and combining with the annual report data of the transformation of scientific and technological achievements in colleges and universities in Hunan Province from 2019 to 2020 and the registration of technical contracts in colleges and universities,this paper analyzes the blocking points and difficulties in the transformation of scientific and technological achievements in colleges and universities,and puts forward a“systematic reform method”in the way of“small incision and quasi positioning”,in order to revitalize the ecological environment for the transformation of scientific and technological achievements in Hunan Province.
