摘　　要：回顾新一轮集体林改在过去20年间从主体改革和配套改革向深化改革的演进历程,并构建集体林改驱动因素及集体林业发展理论模型,阐明集体林改得到党和国家领导人及林业主管部门的高度重视和积极推进,同时还受到市场因素、基层诉求、国际因素、社会因素及科研院所等多方力量的驱动。集体林业的高质量发展除了与林改密切相关,还受到社会变革与时代发展、国家战略与发展目标、农业改革进程与农村发展等因素影响。为了充分释放林改红利,提高改革综合效益,建议林改下一步应定位于融合改革,形成覆盖多目标、多战略、多主体、多部门的融合改革体系,将集体林融入农村改革乃至社会改革的大背景、大进程中,助力于共同富裕、粮食安全、乡村振兴、“碳中和”等重大国家战略目标的实现。This paper reviews how the new round of collective forest tenure reform revolved in the past 20 years from the principal reform and the matching reform to the deepening reform.Based on the theoretical model of collective forest tenure reform driving factors and collective forestry development,the paper clarifies that collective forest tenure reform has been highly valued and actively promoted by the Party and state leaders as well as forestry authorities,and the reform has also been driven by market factors,grassroots demands,international factors,social factors,scientific research institutes and other forces.In addition to forestry reform,the high-quality development of the collective forestry is closely influenced by the advance of the times and society,national strategy and goals,agricultural reform and rural development.Thus,in order to fully reap the dividend of collective forest tenure reform and improve the comprehensive benefits,the next step of the reform should be integration reform,which means forming a supporting policy system integrating multiple targets,strategies,entities and departments.It is necessary to extend the reform from the forestry system alone to the whole society system,integrate the collective forestry into the grand background and process of the rural reform and social reform,and help to achieve the common prosperity,food security,rural revitalization,“carbon neutral”and other major national strategic goals.
