摘  要:当前,警察培训评估主体的评估能力存在评估主体缺乏“培训需要评估”的理念和先进的评估技术,评估主体结构不合理的困境。导致警察培训评估主体评估能力困境的原因在于警察培训评估主体以非策略性行动保持消极评估理念,评估主体因维护沉没成本而怠于提升评估技术,警察培训评估主体追求报酬递增固化了不合理的主体结构。突破警察培训评估主体评估能力困境需要打破警察培训评估主体陈旧的评估观念,提升警察培训评估主体的技术水平,调整警察培训内部评估主体及其与外部评估主体的关系。At present,the evaluation ability of police training evaluation subject has the dilemma that the evaluation subject lacks the concept of“training needs evaluation”and the advanced evaluation technology,and the evaluation subject structure is unreasonable.The reasons for the evaluation ability dilemma of the police training evaluation subject are that the police training evaluation subject maintains the negative evaluation concept with non strategic action,the police training evaluation subject is lazy to improve the evaluation technology due to maintaining the sunk cost,and the police training evaluation subject solidifies the unreasonable subject structure in pursuit of the increasing return.To break through the dilemma of the evaluation ability of the police training evaluation subject,we should eliminate the old evaluation concept of the police training evaluation subject,improve the technical level of the police training evaluation subject,and adjust the relationship between the internal police training evaluation subject and the external police training evaluation subject.
