韩国依法治考的体制与特点

摘　　要：依法治考是维护考试公平公正、社会秩序稳定的重要保障和必由之路。韩国考试立法起步较早,处罚措施多样,重视特殊考生群体权益保障;同时考试管理职能分工明确,形成政府监管、社会组织参与的多方联动模式,考试执法队伍广泛引入不同背景人员。借鉴韩国考试立法经验与管理体制,可为我国可加快国家考试立法进程,探索多样化措施保障应考人权益,以推进国家考试治理体系和治理能力现代化提供参考。Examination administration under the rule of law is an important guarantee to maintain fairness,justice and the stability of social order.Examination legislation started early,with various punishment measures and emphasis on the protection of the rights and interests of special test takers in Korea.Korea has a clear division of labor in examination management functions,forming a multi-party linkage model with government supervision and social organization participation,and the examination enforcement team has widely introduced people from different backgrounds.Drawing on the experience and management system of Korea’s examination legislation,we should speed up the process of national examination legislation,explore diversified measures to protect the rights of candidates,so as to promote the modernization of the national examination governance system and capacity.
