摘 要:高等教育高质量一体化是服务经济社会发展的必然要求,高等教育一体化与区域一体化互相促进。新发展阶段对高等教育高质量一体化发展提出了新要求,要有共同利益和互促反哺思维,要推动质量提升,要有科学的理论做指导、消除政策壁垒、促进区域教育资源均衡布局,要以区域教育现代化为抓手,通过机制改革、资源配置、平台建设和人才引育,促进政产学研一体化的协同体系建设。构建区域高等教育高质量一体化发展评价体系,要强化高等教育服务经济社会高质量发展的目标导向和成效要求,注重区域高等教育一体化的协同要素和共荣效益,同时实现技术手段、资源统筹、人本核心与发展目标的评价统一。High-quality integration of higher education is an inevitable requirement to serve economic and social development. Higher education integration and regional integration promote each other. The new stage puts forward new requirements for the high-quality integrated development of higher education. It is necessary to have common interests and mutual promotion and feedback thinking, to promote quality improvement, to have scientific theories as guidance, to eliminate policy barriers, and to promote the balanced distribution of regional educational resources. It is necessary to taking the modernization of regional education as a measure, and to promote the construction of a collaborative system integrating government, industry, academia and research through mechanism reform, resource allocation, platform construction and talent introduction. To build an evaluation system for the high-quality integrated development of regional higher education, it is necessary to strengthen the goal orientation and effectiveness requirements of higher education serving the high-quality economic and social development, to pay attention to the synergistic elements and co-prosperity benefits of regional higher education integration, and at the same time to realize the overall planning of technical means and resources, the unity of humanistic core and development goals.
