摘　　要：[目的/意义]通过对美国各州法规中图书馆用户个人信息保护的内容分析,为完善我国图书馆用户个人信息保护法规提供参考.[方法/过程]采用网络调查和编码分析方法,对美国50个州和哥伦比亚特区共54部法规中有关图书馆用户个人信息保护的内容进行分析;在中美对比基础上,指出美国法规中的可取之处和不足之处.[结果/结论]指出对我国的启示包括扩展图书馆用户个人信息保护约束对象的范围,明确界定图书馆用户个人信息保护的核心概念,以利益平衡思想确定用户个人信息保护基本原则,增强图书馆用户个人信息保护在大数据环境中的适应性,构建协调的图书馆用户个人信息保护制度体系.[Purpose/Significance]Through the analysis of the content of the protection of library users'personal information in the laws and regulations of various states in the United States,the paper aims to provide references for improving the personal information protection regulations of library users in China.[Method/Process]Using network survey and coding analysis methods,the content of 54 laws and regulations in 50 American states and the District of Columbia related to personal information protection of library users was analyzed;on the basis of Sino-US comparisons,the desirable points and deficiencies in the US regulations were pointed out.[Result/Conclusion]The study points out that the enlightenment to our country includes expanding the scope of the objects of constraints on library users'personal information protection,clearly defining the core concept of library users'personal information protection,determining the basic principles of user personal information protection with the idea of balancing interests,enhancing the adaptability of library users'personal information protection in the big data environment,and building a coordinated library users'personal information protection system.
