摘 要:“揭榜挂帅”制度是一种新型科研管理组织方式,其榜单项目如何确定关系到整个制度的运行,更关系到国家科技发展方向,然而学界对此尚未有系统研究。本文从“揭榜挂帅”制度遵循的目标导向原则出发,基于需求侧创新视角,构建“揭榜挂帅”制度的定榜策略,将定榜策略分解为荐榜策略和评榜策略,由政府、企业和社会大众组成的荐榜主体形成政府定制榜单、企业推荐榜单和社会海荐榜单三种榜单类型,并据此分析各自的特点和适用重点;评榜主体有来自产业界、科研界、政府部门和第三方的专家,对于不同来源的榜单评审主体构成比例不尽相同,同时还需对评审主体进行跟踪管理;评榜标准一般针对榜单项目的技术领域、重复研发问题和先进性、代表性、可实现性,而对企业推荐的榜单还需评估榜单需求方的资质条件。本文的研究结论丰富了对“揭榜挂帅”制度的理论认识,并可为其实践提供启示。The“Enlisting and Leading”is a new way of scientific research management.How to determine the list items is related to the operation of the whole system and the development direction of national science and technology.However,there is no systematic research on it.Starting from the goal-oriented principle followed by the system,and based on the demand-side perspective,this paper constructs the determining list strategy of the“Enlisting and Leading”.Specifically,the determining list strategy is divided into recommendation list strategy and evaluation strategy.The main subjects of the recommendation list composed of the government,enterprises and the general public has formed three types of lists,that is,the government customized list,the enterprise recommendation list and the social recommendation list.Based on this,their characteristics and application points are analyzed.The evaluation subjects of the list include experts from industry,scientific research,government departments and third parties,whose proportion for different source is different,and which should be tracked and managed.The evaluation criteria of the list are generally based on the technical fields,repetitive research problems,progressiveness,representativeness and realizability of the list items,while the list recommended by enterprises also needs to evaluate the qualification conditions of the list demanders.These conclusions have enriched the theoretical understanding of the“Enlisting and Leading”and provided enlightenment for its practice.
