摘　　要：教育科学研究基地是一种新型教育科研组织,其核心是服务国家和地方教育高质量发展。湖南省建设教育科学研究基地已有十余年,为建好建强湖南省“十四五”教育科学研究基地,实现教育科研基地高质量发展的推进策略包括:进一步明确基地建设目标,扩大研究视野,提高建设站位;基地建设各主体签订建设协议,明确各方的责权利;健全基地评价机制,形成以成果为主的评价导向,催生有影响力的成果;搭建交流平台,建立成果交流推广的年会制,加大成果推广力度;鼓励基地创新机制,采用柔性政策引才用才,推进“协同发展”的集成模式;加强对基地的指导管理,成立“基地指导专家委员会”,执行“动态调整”管理模式,推动基地持续发展。Educational research base is a new type of educational research organization, and its core functions are to serve the high-quality development of national and regional education. Hunan Province has established the educational research base for more than ten years. In order to well construct the educational research base of “The 14th Five-Year Plan of Hunan Province”and achieve the high-quality development of the base, a few enhancing measures were put forward, which include the following aspects: to further clarify the objectives of the base construction, broaden research scope, and raise the stance for construction;all relevant parties should sign a construction contract, which clarifies all parties’ responsibilities, rights and benefits;to improve the evaluation mechanism for the base, which is mainly output-oriented, in order to produce influential research output;to build a communication platform and set up an“annual meeting”mechanism for the communication and promotion of research output, and intensify efforts to promote research output;to set up a mechanism for encouraging base innovation, adopt flexible policies for talent recruitment and talent use, and promote an integrated model of “coordinated development”;to strengthen the guidance and management of the base, establish an expert committee for “the guidance of the base”, implement a management model of dynamic adjustment, and promote the sustainable development of the base.
