高教资源能否转化为城市创新优势?——基于长三角地区41个城市的经验证据  

Can Higher Education Resources Be Transformed into Urban Innovation Advantages?Empirical Evidence from 41 Cities in the Yangtze River Delta

摘　　要：高等教育资源能否有效地转化为区域的创新优势,是当前经济从高速增长向高质量转型所面临的重要挑战。本文基于2001—2018年长三角地区41个城市的面板数据,通过构建面板双固定效应模型、借助工具变量来探究高等教育资源对城市创新水平的影响。研究结果显示,高等教育资源仅对城市技术创新能力有着显著的促进效应,而对城市技术创新效益的提升作用并不明显。分阶段的回归结果进一步显示,高等教育资源向城市创新优势的转化呈现出明显的滞后性和不平衡特征,即更快转化为城市的技术创新能力而非技术创新效益。高等教育资源对城市创新水平的两种影响效应差异预示着,要充分发挥高等教育资源的创新动能,必须进一步加强高等教育与产业需求的耦合衔接,建立高校与城市联动机制,引导区域高等教育资源合理布局。Whether higher education resources can be effectively transformed into regional innovation advantages is an important challenge facing the current economic transition from high-speed growth to high-quality growth.Based on the panel data of 41 cities in the Yangtze River Delta from 2001 to 2018,this paper explores the impact of higher education resources on the level of urban innovation by constructing a panel double fixed effect model and using an instrumental variable.The results show that higher education resources only have a significant promoting effect on the capability of urban technological innovation,but not on the improvement of urban technology innovation benefit.The phased regression results further show the transformation of high education resources to urban innovation advantages presents obvious hysteresis and imbalance characteristics,that is,faster transformation into urban technological innovation capability rather than technological innovation benefit.The difference between the two effects of higher education resources on urban innovation level indicates that,in order to give full play to the innovation dynamics of higher education resources,we must further strengthen the coupling between higher education and industrial demand,establish a linkage mechanism between universities and cities,and guide the rational layout of regional higher education.
