处于成长期的高校异地办学的难题与治理——以北京师范大学珠海校区为例

摘　　要：现有高校异地办学的当务之急是解决高水平发展问题,从而突出异地办学不可替代的意义和存在价值。一般而言,异地办学需要经历初创期、成长期、自立期和发展期4个阶段。在创办卓越大学奋斗愿景的激励下,北京师范大学珠海校区通过长期理论和实践探索,克服艰难困苦,已经进入成长期。为成功实现从珠海分校到珠海校区的转型升级,需要在妥善解决因高水平师资不足、校园文化底蕴浅薄、教学资源不足而产生的课程教学、科学研究、校区自信等系列问题方面提出治理之策。根据北京师范大学的经验,整体性、竞和性、适度性发展观对于完成成长期任务具有理论指导价值:其一,整体性发展有助于增强发展要素与发展阶段的关联性,激活发展主体的自觉性,从而形成整体上升的合力发展态势;其二,竞和性发展能够有效提高异地校区的能动性和创造性,使其在与主校区良性竞争中创造新的发展条件,实现差异化正向提升;其三,适度性发展有利于提高异地校区在空间发展等方面的节制性,从而维持人才引进和科学研究等核心工作的祛熵状态。Existing universities running schools in different places should realize the value of existence through high-level development.Generally,it needs four periods of development.The Beijing Normal University at Zhuhai aims to become a w orldclass university and is currently in grow ing period.To successfully achieve the goal,it’s necessary to solve a series of problems such as insufficient high-level teachers,shallow campus culture and insufficient teaching resources.According to the experience of BNU,the integral development,competition and harmonious development,moderate development has theoretical value for completing the tasks.First,the integral development can enhance the correlation betw een development factors and periods,activate the consciousness of subjects.Second,the competition and harmonious development can effectively improve the initiative and creativity of university and create new development conditions.Third,moderate development enables universities to use funds more efficiently.
