摘 要:社区治理创新是统筹推进城乡社区治理的重要抓手。全方位呈现当前城乡社区治理创新经验,科学归纳该领域的实践主题,有助于对实践机理的准确研判。对280个城乡社区治理创新典型案例文本进行主题建模和聚类分析,可将当前城乡社区治理创新主题划分为6个方面,即加强党建引领、推行社区微治理、订立社区公约、打造智慧平台、开展议事协商、改进工作机制。基于这种主题划分和经验做法检视城乡社区治理创新内在机理,需着眼于中观层面的制度机制及其有效运作的条件,还要捕捉到微观层面代表国家与社会不同力量的多元行动者的积极共振和相互呼应。党和政府的高位设计与推动,形塑和规制了党建引领、重心下移、社会协同的城乡社区治理创新方向,破解社区治理面临的自治缺位、服务低质、参与低效等多重难题,构成城乡社区治理创新的内部动因。Community governance innovation is an important starting point for the overall promotion of urban and rural community governance.It is benefical to accurately study and judge the practical mechanism by presenting the current urban and rural community governance innovation experience in an all-round way and scientifically summarizing the practical topics in this field.The topic modeling and cluster analysis of 280 typical case texts of urban and rural community governance innovation can be divided into 6 aspects of the current urban and rural community governance innovation topics,namely strengthening the lead by party building,promoting community micro-governance,formulating community conventions,building a smart platform,carrying out discussion and consultation,and improving the working mechanism.To examine the internal mechanism of urban and rural community governance innovation based on such topic divisions and empirical practices,it is necessary to focus on the institutional mechanisms at the meso-level and the conditions for their effective operation,and to grasp the positive effects of diverse actors representing different forces of the state and society at the micro-level.The high-level design and promotion of the party and the government has shaped and regulated the direction of urban and rural community governance innovation led by party building,shifting the foucs downward and social coordination,and solved the multiple problems of lack of autonomy,low-quality services,and inefficient participation in community governance,thus constituting the internal motivation for urban and rural community governance innovation.
