摘　　要：海洋生态文明建设是生态文明建设的重要领域,推进海洋生态文明建设是实现美丽中国建设目标的必然要求。将“海”纳入山水林田湖草生命共同体正是对系统治理内在逻辑的深入拓展与完善。坚持整体系统观,把“海”纳入山水林田湖草生命共同体,践行海洋命运共同体理念,是推进海洋生态文明建设的根本要求。坚持陆海统筹、河海共治是推进海洋生态文明建设的根本抓手,协同推进流域海域保护与治理是推动实现河清海晏的关键。坚持联防联控的“大环保”治理体系是推进海洋生态文明建设的重要机制,要充分贯彻落实中央统筹、省负总责、市县抓落实和各部门分工协作的责任机制,共同推进海洋生态文明建设。坚持河海共治的流域海域生态环境监管是推进海洋生态文明建设的坚强助力,通过构建陆海联动、统筹规划的治理格局,为美丽中国建设保驾护航。The construction of marine ecological civilization is an important field of ecological civilization advancement, and promoting marine ecological civilization advancement is a requirement for achieving the goal of building a beautiful country.Adhering to the global view of systematic governance in marine system is the fundamental requirement for promoting the construction of marine ecological civilization.It is an effective development and perfection for the internal logic of systematic governance to incorporate “sea” into the living community of mountains, rivers, forests, farmlands, lakes, and grasslands.It is fundamental grip for advancing marine ecological civilization via co-governing rivers with seas as coordinated land and marine development.Taking comprehensive measures to protect and improve river basins and seas is the key to improve the whole water environment.Pursuing the “Grand Environmental Protection” governance system with the idea of prevention and control together is an important way to promote marine ecological civilization advancement.To jointly promote marine ecological civilization construction, we should fully implement the overall planning of the central government with overall responsibility by provinces that was implemented by cities and counties through labor division and cooperation within various departments.Adopting the co-supervision of the ecological environment of river basins and seas is a strong boost to the construction of marine ecological civilization.Through building a governance model of land and sea linkage and overall planning, it will escort the construction of a beautiful country.
