医疗保险参保、居住证制度与流动人口市民化意愿——基于2017年全国流动人口动态监测数据

摘　　要：流动人口市民化是新型城镇化建设的重点任务。本文匹配了2017年全国流动人口动态监测数据和地级市宏观特征数据,运用logistic的方法,研究了职工医疗保险参保、居住证制度对流动人口市民化意愿的影响机制。研究结果表明,在流入地参与职工医保有效提升了流动人口的市民化意愿,居住证制度也显著增强了流动人口的市民化意愿。进一步分析显示,子女随迁增强了流动人口的市民化意愿,流动人口面临的失业风险会降低其市民化意愿。基于此,本文提出如下建议:提高流动人口职工医保的参与率;适当调整居住证的办理条件;加强城市公共服务建设,推进公共服务均等化;采取多种举措提升流动人口市民化意愿。The citizenization of the floating population is a key task of the new urbanization.In this paper,the dynamic monitoring data of the national floating population in 2017 and the macro-characteristic data of prefecture-level cities are matched,and logistic method is used to study the influence mechanism of employee medical insurance participation and residence permit system on the intention of citizenization of floating population.The results show that participation in employee medical insurance effectively enhances the citizenization intention of floating population,and residence permit system significantly enhances the citizenization intention of floating population.Further test results show that children’s joint migration enhances the citizenization intention of floating population,and the unemployment risk of floating population will reduce their citizenization intention.On the basis of the research,this paper puts forward the following suggestions:improve the participation rate of employee medical insurance by floating population;Appropriately adjust the conditions of applying for a residence permit;Strengthen the construction of urban public services and promote the equalization of public services;And take various measures to increase the willingness of the floating population to become urban residents.
