钢铁企业超低排放有组织评估监测质控问题探讨与建议

摘　　要：钢铁企业超低排放有组织评估监测是目前业内最受关注的“环境热点”。通过对有组织评估监测过程中采样口和采样平台设置、自行监测以及CEMS合规性、监测分析方法选择、监测数据代表性、工况记录相关质控问题进行探讨分析,提供解决方案。建议企业以有组织排放评估监测为契机,规范自行监测行为;除根据《钢铁企业超低排放评估监测技术指南》要求加强废气排放口规范化设置外,还应规范排放口基础参数的统计等方面,保证废气长期稳定达标排放;通过长期稳定优质的运维管理,保障CEMS监测数据的有效性和可靠性;通过制定完善的运维管理制度等举措,保证在线监测数据的准确性、合理性及合法性;加强基础管理,持续提升全面实现有组织超低排放的水平。Ultra-low emission organized evaluation and monitoring of steel enterprises is the most concerned“environmental hot spot”.This paper discusses and analyzes the setting of sampling port and sampling platform,self-monitoring,CEMS compliance,monitoring and analysis method selection,representativeness of monitoring data,and working condition records in the organized evaluation and monitoring process,and provides solutions.It is suggested that enterprises take organized emission assessment and monitoring as an opportunity to regulate self-monitoring behavior;in addition to strengthening the standardized setting of exhaust gas outlets according to the requirements of the Guide,the statistics of basic parameters of exhaust outlets should also be standardized to ensure long-term stable emission of exhaust gas up to standard,ensure the validity and reliability of CEMS monitoring through long-term stable and quality operation and maintenance management;ensure the accuracy,rationality and legality of online monitoring data through the development of sound operation and maintenance management system and other measures and strengthening basic management,improve the level of organized ultra-low emission.
