摘 要:黄淮海平原是我国最大、开发历史最为悠久的地区之一,在我国的农业生产中占有重要地位。但严重的盐碱旱涝问题一直制约着黄淮海平原的农业生产,单位亩产长期低于全国平均水平。在五六十年代改水治土的经验教训下,1973年由农业部主持,中科院、水利部、林业部和冀鲁豫皖苏五省参加,数万名不同学科的科技工作者展开了黄淮海中低产田的全面综合治理。经过七十余年的整治与发展,黄淮海地区的农业生产条件得到极大改善,并成为我国重要的农产品基地之一。Huang Huai Hai Plain is one of the largest and longest developed plains in China.The agricultural production in this area has always been troubled by drought,flood,salinity and other problems,and the governments of all dynasties paid attention to its governance,but the effect was not obvious.Under the experience and lessons of improving water and soil in the 1950sand 1960s,In 1973,it was presided over by the Ministry of agriculture with the participation of the Chinese Academy of Sciences,the Ministry of water resources,the Ministry of forestry and the five provinces of Hebei,Shandong,Henan,Anhui and Jiangsu,Tens of thousands of scientific and technological workers from different disciplines have carried out comprehensive management of medium and low yield fields in the Huang Huai Hai.After more than 70years of renovation and development,the conditions of agricultural production in Huang Huai Hai region had been greatly improved and became one of the important bases of agricultural products in China.
