Does Inclusive Finance Contribute to the Green and Low-carbon Transformation?Evidence from 292 Prefecture-level Cities in China

摘　　要：普惠金融的快速发展是否有助于城市绿色低碳转型,这是当前社会各界关心的重要话题。本文采用2011—2018年中国292个地级市的非平衡面板数据考察了普惠金融发展对城市绿色低碳转型的影响。结果表明,普惠金融指数和普惠金融使用深度指数具有明显的绿色低碳转型效应,而普惠金融覆盖广度指数和普惠金融数字化指数对城市绿色低碳转型没有显著影响。当其他条件不变时,普惠金融指数提高10%,则二氧化碳排放量及其强度分别降低2.06%和2%。普惠金融使用深度指数提高10%,则二氧化碳排放量及其强度分别降低1.73%和1.63%。与其他城市相比,工业就业人数占比高、工业烟尘排放量高、科学技术支出高的城市,普惠金融指数和普惠金融使用深度指数的绿色低碳转型效应更为明显。本文研究结论为深入开展城市绿色低碳转型和加快发展普惠金融提供了一定的政策启示。Whether the rapid development of inclusive finance will contribute to the green and low-carbon transformation of cities is an important topic of current public concern.This paper uses an unbalanced panel data of 292 prefecture-level cities in China from 2011 to 2018 to investigate the impact of inclusive financial development on the green and low-carbon transformation of cities.The results show that the inclusive finance index and the inclusive finance usage depth index have obvious green and low-carbon transformation effects,while the inclusive finance coverage breadth index and the inclusive finance digital index have no significant impact on the green and low-carbon transformation.When other conditions remain unchanged,a 10%increase in the financial inclusion index reduces CO2 emissions and their intensity by 2.06%and 2%,respectively.A 10%increase in the usage depth index of financial inclusion would reduce CO2 emissions and their intensity by 1.73%and 1.63%,respectively.Compared with other cities,cities with a high proportion of industrial employment,high industrial soot emissions,and high expenditure on science and technology have a more obvious green and low-carbon transformation effect of the inclusive financial index and the inclusive financial usage depth index.This paper provides some policy implications for deepening the green and low-carbon transformation of cities and accelerating the development of inclusive finance.
