百年来中国共产党农地产权制度改革:演进历程、历史经验及政策思路

摘　　要：在马克思农地产权理论指导下,一百年来,中国共产党农地产权制度取得了重大成就,经历了新民主主义革命时期“耕者有其田”农地产权制度、社会主义革命和建设时期“两权合一”农地产权制度、改革开放和社会主义现代化建设新时期“两权分离”农地产权制度、中国特色社会主义新时代农地“三权分置”制度四次演变。中国共产党农地产权制度百年来的探索给予我们宝贵的历史经验:新时代推进农地产权制度改革,必须坚持以马克思主义农地产权理论为指导,必须坚持以农地公有制(集体所有制)为根本,必须坚持以农民土地权益为中心的价值取向,必须处理好农地经营公平与效率的关系,必须坚持农地产权政策与时俱进。最后提出新时代推进农地产权制度改革的政策思路。Following the guidance of Marx’s farmland property rights theory,the Communist Party of China(CPC)’s farmland property rights system has made significant achievements over the past century.The farmland property rights system has experienced four steps of evolution including the system of“land to the tiller”in the period of the newdemocratic revolution,the system of“syncretism of two rights”in the period of socialist revolution and construction,the system of“separation of two rights”in the new period of reform and opening up and socialist modernization construction,and the system of“separation of three rights”in the new era of socialism with Chinese characteristics.The century-old exploration of the CPC’s farmland property rights system has given us valuable historical experience:to advance the reform of the farmland property rights system in the new era,we must adhere to the Marxist farmland property rights theory as the guide,adhere to the public ownership of farmland(collective ownership),adhere to the value orientation centered on farmers’land rights,handle the relationship between equity and efficiency in farmland management,and adhere to the policy of farmland property rights to keep up with the times.Finally,the policy ideas for promoting the reform of farmland property rights system in the new era are put forward.
