摘 要:本研究介绍了针对渔业船舶能效计算和能效折减研究的必要性,解释了新建商船能效指数(Energy Efficiency Design Index,EEDI)和现有商船能效指数(Energy Efficiency Existing ship Index,EEXI)评价的方法,从EEXI的计算方法入手,将渔船的航行工况、作业工况与商船的营运工况分别进行了比较,阐述了在渔船上直接应用EEXI的合理性和可能会遇到的问题。分析了中国渔船在航行和作业工况下如何开展能效指数的评价,指出了不同捕捞方式渔船确定能效指数计算的关键步骤,提出了中国渔船制定能效折减系数的设定须考虑的诸多因素,并为中国捕捞行业如何降低碳排放、提高能效实现“碳达峰”“碳中和”的途径提出了政策建议。This paper introduces the necessity of studying the calculation and reduction factor of fishing vessels fuel efficiency,explains the evaluation methods of EEDI(Energy Efficiency Design Index)and EEXI(Energy Efficiency Existing ship Index).Compare the sailing conditions and operating conditions of fishing vessels with the operating conditions of merchant ships from the point of calculation method of EEXI.Expound the rationality and possible problems of direct application of EEXI in fishing vessels.This paper analyzes how to carry out the evaluation of energy efficiency index under the navigation and operating conditions of Chinese fishing vessels,points out the key steps to determine the calculation of energy efficiency index for fishing vessels with different fishing methods,puts forward many factors that must be considered in the setting of energy efficiency reduction coefficients for fishing vessels in China,and puts forward policy suggestions for how to reduce carbon emissions and improve energy efficiency to achieve"Carbon Peak"and"Carbon Neutrality"in China's fishing industry.[Chinese Fishery Quality and Standards,2022,12(4):55-61]
