摘  要:鉴于目前欠缺同时测量分析中国中部与长三角地区国家级高新区科技创新效率的研究,在全社会科技创新投入不断增加的背景下,为更加客观准确地衡量国家级高新区的科技创新效率以及环境因素的影响,以中部和长三角两大区域内34家国家级高新区为研究对象,运用包含随机前沿分析方法在内的三阶段数据包络分析模型,对其2013—2018年的创新效率进行评价,并对比分析剔除环境因素和随机因素前后的效率值。结果发现:中部和长三角地区国家级高新区的科技创新效率逐年上升,但总体上尚有提升空间;环境因素对国家级高新区的科技创新效率有较大影响,位于省会城市和经济发达地市的国家级高新区的科技创新效率较高;两大区域国家级高新区的科技创新效率存在显著差异,主要由规模效率差异所导致。In view of the current lack of research on simultaneously measuring the scientific and technological innovation efficiency of national high-tech zones in central China and the Yangtze River Delta region, in the context of increasing investment in scientific and technological innovation in the whole society, in order to measure the innovation efficiency and the impact of environmental factors more objectively and accurately, 34 national hightech zones in the above two regions are taken as research objects, and three-stage data envelopment analysis model including stochastic frontier approach analysis is used to evaluate their innovation efficiency from 2013 to 2018,and the efficiency values are compared with the values excluding environmental factors and random factors. The results find that the innovation efficiency of national high-tech zones in central China and the Yangtze River Delta regionare increasing every year, but there is still room for improvement;environmental factors have a greater impact on the innovation efficiency, and the efficiency of national high-tech zones located in provincial capital cities and economically developed cities are higher;there is a significant difference in the innovation efficiency of national hightech zones between the two regions, which is mainly caused by the difference in scale efficiency.
