两化融合管理体系贯标能促进企业创新吗?

摘　　要：为促进两化融合落于实处,引领企业创新发展,2014—2018年工信部分批组织企业开展两化融合管理体系贯标试点。采用2010—2019年中国研究数据服务平台(CNRDS)上市公司的专利申请数据和国家级贯标试点企业数据,构造多时点双重差分模型检验两化融合管理体系贯标是否能促进企业创新。研究发现:两化融合管理体系贯标能显著促进企业创新,通过平行趋势检验、多期倾向得分匹配-双重差分法等系列稳健性检验后结论依旧成立。机制分析得出:两化融合管理体系贯标试点通过提高管理效率、优化人力资本结构以及加大政府扶持力度来促进企业创新。异质性效应分析发现:在政府干预强的地区,试点对企业创新的促进作用更强;位于高竞争行业的试点企业受到的促进作用大于低竞争行业;国有企业受到的促进作用比民营企业更明显。研究结论为完善两化融合管理体系、充分发挥其对创新的促进作用提供了经验证据。In order to promote the integration of informatization and industrialization in practice and lead the innovation and development of enterprises,from 2014 to 2018,the Ministry of Industry and Information Technology(MIIT)organized a batch of enterprises to carry out the standard implementation pilot of the integration of informatization and industrialization management system.Using the patent-application data of companies listed on CNRDS from 2010 to 2019 and the data of national standard implementation pilot enterprises,a heterogeneous timing DID model is constructed to test whether the management system for integration of informatization and industrialization can promote corporate innovation.It is found that the management system for integration of informatization and industrialization can significantly promote corporate innovation.After a series of robustness tests,such as a parallel trend test and PSM-DID,it is found that this conclusion is still valid.The mechanism analysis shows that the management system for integration of informatization and industrialization promotes corporate innovation by improving management efficiency,optimizing human-capital structures,and increasing government support.The heterogeneity effect demonstrates the following:in areas with strong government intervention,the pilot has a stronger role in promoting corporate innovation;the pilot enterprises in highly competitive industries are more promoted than those in industries with low levels of competitiveness;and the promotion of state-owned enterprises is more obvious than that of private enterprises.This paper provides empirical evidence with which to improve the management system for the integration of informatization and industrialization and give full play to its role in promoting innovation.
