话语理论视域下对外话语体系构建研究

摘　　要：话语理论关注话语与权力的关系以及话语建构。话语的背后是权力,话语即权力,权力产生话语。话语权是国际社会竞争的焦点,具有战略意义。构建对外话语体系是提高国际话语权的重要举措,应实施对外话语战略。从话语语境、主体、能力、内容、平台、客体六个方面做好对外话语体系规划。话语能力是其核心,应着眼于以翻译和跨文化交流能力为代表的外语教育规划建设。Discourse theory pays attention to the construction of discourse as well as the relationships between discourse and power.What’s behind discourse is power.Discourse is power,and power forms discourse.Discourse power is the focus of competition in the international community,and it serves strategic significance.The construction of international discourse system is an important way to enhance international discourse power,and the implementation of the strategy of international discourse should be taken into consideration.International discourse system involves discourse context,discourse subject,discourse competence,discourse platform and discourse object.The construction of discourse competence is the strategic priorities,and foreign language competence is the strategic core.Only by formulating foreign language planning can the construction of international discourse system has great effects.
