摘  要:当今内蒙古自治区在人才资源建设中,存在着高层次人才相对匮乏,人才外流现象严重,人才资源结构与区域经济产业发展结构不匹配等诸多问题。内蒙古自治区的经济发展,关乎民族团结与社会稳定,而要实现经济的快速稳步发展,必须以人为本,把人才资源建设摆在首要的位置。本文进行深入分析后认为,问题存在的原因在于人才政策不够完善,对人才吸引力不够强,人才发展环境不够优化,人才资本投入不足等因素。问题的解决在于实施人才优先发展战略,加强高水平人才队伍建设,积极利用外部人才资源等政策措施的落实。At present,many problems appear in the construction of human resources in Inner Mongolia,such as the relative shortage of high-level talents,serious brain drain,mismatch between the structure of human resources and that of regional economic and industrial development,etc. The economic development of Inner Mongolia is closely related to national unity and social stability.In additon,to achieve rapid and steady economic development,people-oriented policy and the construction of human resources should be of top consideration.This study is intended to make an in-depth analysis of this phenomenon,and finds that the reasons for these problems lie in the imperfect talent policy,insufficient attraction to talents,inadequate optimization of talent development environment,deficient investment in human capital and other factors. The solution to these problems lies in the actual implementation of policies and measures such as giving priority to the development of talents,strengthening the construction of high-level talents,and actively utilizing external talent resources.
