摘 要:在向高等教育强国迈进和高质量高等教育体系建设的过程中,我国大学要实现内涵式高质量发展,还需不断提升大学校长这一核心行动者的办学治校能力。基于大学校长数据库和问卷调查的相关数据,研究发现,当前我国大学校长办学呈现出基于经验办学治校的特征,容易导致大学发展过度依赖校长个人能力、大学战略管理目标连续性受到挑战、大学发展陷入路径依赖甚至大学发展同质化倾向加剧等问题。美国作为高等教育强国的典型代表,在成熟的共同治理模式和完善的管理制度保障下,其大学校长的办学治校科学化程度较高。我国大学校长的办学治校应从经验走向科学,亟须政府完善相关的制度安排,以提升大学校长科学办学治校的专业能力;大学校长也要主动学习和研究,将治校经验转化上升为科学理论。In the process of marching towards a powerful country in higher education and building a high-quality higher education system, in order to achieve connotative high-quality development, Chinese universities also need to constantly improve the ability of university presidents, the core actors, to construct and govern universities. Based on the relevant data of the university presidents database and questionnaire survey, the research finds that the current university presidents in China show the characteristics of university construction and governance based on experience, which is easy to lead to problems such as excessive reliance on the president’s personal ability for university development, challenges to the continuity of university strategic management objectives, path dependence for university development, and even aggravation of the homogenization tendency of university development. The United States, as a typical representative of a powerful country in higher education, has a high degree of scientific management by its university presidents under the protection of mature common governance mode and perfect management system. It is urgent for the government to improve the relevant institutional arrangements so as to enhance the professional ability of university presidents in constructing and governing scientifically;University presidents should also take the initiative to study and research, and transform their experience into scientific theories.
