摘　　要：面对应急物资储备精细化管理模式提出的多元储备、合理配置资源、注重质量效果和提升响应效能等新要求,亟需建立一套科学合理、定量化的应急物资储备库应急能力评估指标体系。基于协同作用机理将应急物资储备应急能力评估系统分为了4个子系统;从功能维和时间维的角度进行设计,利用层次分析法构建了应急物资储备库应急能力评估指标体系。通过在四川省2个典型地区应用示范,验证了指标体系的科学性、合理性和可操作性。评估结果显示:A市整体应急能力优于B市,但可分析评估结果中均存在短板和不足,为针对性提升应急物资储备库应急能力效能提供了科学依据和实施途径。With the new requirements of the refined management mode of emergency material reserves,such as diversified reserves,rational allocation of resources,emphasis on quality and efficiency,and improvement of response efficiency,it is urgent to establish a scientific,rational and quantitative evaluation index system of emergency capacity of emergency material storehouses.In this paper,basing on the synergy mechanism,we divided the emergency material reserve emergency capability evaluation system into four subsystems from the perspective of functional and time dimensions.and then we constructed the emergency capacity evaluation index system(ECEIS)of the emergency material storehouses by the analytic hierarchy process method.Finally,we applied the ECEIS to two typical cities(A and B cities)in Sichuan Province,it is verified to be scientific,rational,and operatable.The evaluation results show that the overall emergency response capacity of city A is better than that of city B,but both evaluation results have their own deficiencies.This study could provide a reliable scientific basis and some effective implementation methods for the targeted improvement of the emergency response capacity of the emergency material storehouses.
