摘　　要：着眼“两个大局”,习近平总书记运用马克思主义基本立场、观点和方法,深刻洞察和把握互联网发展大势,创造性地提出一系列关于互联网发展治理的精辟论述,形成科学系统的“网络观”。其核心要义囊括“以人民为中心”的网络发展观、“加强党对网信工作的集中统一领导”的网络领导观、“构建网上网下同心圆”的网络清朗观、“牵涉国家安全和社会稳定”的网络安全观、“发挥信息化对经济社会发展的驱动引领作用”的网络赋能观、“构建网络空间命运共同体”的网络共赢观等,锚定了中国互联网发展治理的逻辑起点。切实领会其精髓要义,有益于解决好和回答好中国互联网发展治理的战略性命题与关键性议题,并为推动构建全球“网络空间命运共同体”贡献中国智慧和中国方案。Focusing on“the great rejuvenation of Chinese nation”and“the world is marked by changes unseen in a century”,Xi Jinping has applied Marxist basic positions,viewpoints and methods to have a profound insight into and grasp the general trend of Internet development,and creatively put forward a series of incisive discussions on Internet development and governance,forming a scientific and systematic“Internet View”.Its core meaning includes the network development view of“people-centeredness”,the network leadership view of“strengthening the centralized and unified leadership of the Communist Party of China over the Internet and information work”,the network clear and bright view of“building a concentric circle online and offline”,the network security view of“involving national security and social stability”,the network empowerment view of“giving play to the driving and leading role of information in economic and social development”,and the network win-win view of“building a community with a shared future in cyberspace”,etc.Xi Jinping’s“Internet View”anchors the logical starting point of China’s Internet development and governance.Understanding the essence is conducive to solving and answering the strategic propositions and key issues of China’s Internet development and governance,and it also contributes Chinese wisdom and Chinese solutions to promote the construction of a global“community with a shared future in cyberspace”.
