数字化转型背景下老年智慧康养服务可及性研究

摘　　要：推进养老服务数字化转型,逐步消除老年人数字鸿沟,让老年人充分享受智能化发展的成果,是新时期养老服务体系创新的重要目标和重点路径。然而,当前老年智慧康养服务可及性仍不尽人意,体现在智慧康养服务可用性、可获得性、可负担性和质量评价水平相对较低。究其原因,智慧康养服务的适老化不足与老年数字素养低影响可用性,服务平台的知晓度差与社会资源未向老年人倾斜影响可获得性,老年人的购买力与消费习惯影响可负担性,专业人才队伍缺失、市场公信力和规范的不足影响服务质量。基于此,本研究提出要“反向设计”智慧康养服务应用场景和探索一站式的整体方案,提升适老化改造程度;推广和宣传智慧康养服务平台与重点应用场景;提升老年人数字素养及使用意愿;鼓励多方参与规范技术和服务标准;加强专业人才队伍建设并提高人才素养。最终,实现智慧康养服务可及性的实质性提升。Promoting the digital transformation of senior care services,gradually eliminating the digital divide among the elderly and allowing them to fully enjoy the fruits of intelligent development are important goals and key paths for the innovation of senior care service system in the new era.However,at present,the accessibility of smart health and elderly care is still unsatisfactory,which is reflected in the relatively low level of availability,accessibility,affordability and quality evaluation of smart health and elderly care services.The reasons for this are that the lack of age-appropriate services and the low digital literacy of the elderly affect the usability,the poor awareness of the service platform and the lack of social resources for the elderly affect the accessibility,purchasing power and spending habits affect the affordability,and the lack of professional talents and the lack of market credibility and regulation affect the service quality.Based on this,this study proposes to"reverse design"the application scenarios of smart health and elderly care services and explore one-stop overall solutions to enhance the degree of aging-appropriate transformation;promote and publicize the smart health and elderly care service platform and key application scenarios;enhance the digital literacy and willingness of the elderly;encourage the participation of multiple parties to standardize technology and service standards;and strengthen the construction of professional talents and improve their quality.Eventually,the accessibility of smart health and elderly services will be substantially improved.
