摘 要:教师是民族院校高质量发展的重要资源,而教师不良流动问题成为西部地区民族院校发展的主要瓶颈。随着西部大开发战略、“双一流”建设的推进,西部地区民族院校迎来了跨越式发展的大机遇,同时也面临着教师提前退休、年轻硕士教师辞职、教师“隐性”流失严重、教师流动体制机制不畅等教师不良流动新现象、新问题。审视教师不良流动新问题,合理判别教师流动,协调教师经济人与社会人角色,加强教师不良流动治理,促进民族院校教师合理良性流动,有助于保障民族院校特色,建设特色鲜明、高水平现代化民族大学。Teachers are the primary resource for the high-quality development of ethnic colleges and universities,and the irrationality faculty mobility has become the main bottleneck for the development of ethnic colleges and universities in western China.With the China's Western Development Strategy(WDS)and the“double first-class”construction strategy,the ethnic colleges and universities in the western China have ushered in the great opportunity of leap-forward development,at the same time,faced the new phenomena and problems of the irrationality faculty mobility,such as early retirement of teachers,the resignation of young masters teachers,serious“hidden”loss of teachers,and poor teacher flow system and mechanism.By examining the new problems of the irrationality faculty mobility,we should reasonably distinguish teacher turnover,coordinate the roles of teacher economic person and social person,and strengthen the management of the irrationality faculty mobility.These measures will promote the rational and benign flow of teachers in the universities for ethnic minorities in western China,help safeguard the characteristics of the universities for ethnic minorities,and build modern,high-level universities for ethnic minorities with distinctive characteristics.
