摘　　要：近年来,盗窃、诈骗、抢夺、电信网络诈骗等多发性“小案”一直是社会危害面最广、人民群众普遍关注和反映最强烈的热点问题。治理“小案”的水平直接关系人民群众的安全感、幸福感和对公安机关的满意度。为了更好提升“小案”侦查治理水平,使公安机关尽快适应“小案”发展演进的新趋向,以“是什么”“为什么”“怎么办”的思路和逻辑框架,共同集成“小案”侦查治理效能提升之策,可为优化“小案”侦查治理水平提供借鉴与参考。In recent years,multiple "minor offenses" such as theft,fraud,snatching,and telecommunications network fraud have always been the most widespread social harm,and the most widespread concern and reflection of the people.How to deal with "small cases" is directly related to the people’s sense of security,happiness,and satisfaction with the public security organs.In order to better improve the investigation and governance level of "small cases" and enable the public security organs to adapt to the new trend of the development and evolution of "small cases" as soon as possible,the idea and logical framework of "what","why" and "how to do" are used to jointly integrate the strategies to improve the efficiency of "small cases" investigation and governance,which can provide reference for optimizing the investigation and governance level of "small cases".
