后疫情时代中国高校在东盟国家境外办学的问题与对策

摘　　要：共同抗疫使中国与东盟国家构建了更加紧密的命运共同体,这为后疫情时代中国高校在东盟国家开展境外办学创造了新机遇。中国高校在东盟国家境外办学先后有三类模式:孔子学院/课堂模式、以鲁班工坊为代表的职业院校境外办学模式、海外分校或者海外校区模式。这三类模式的境外办学均取得了明显成就,然而也存在不少问题:“引进来”与“走出去”发展不均衡,办学经费筹集困难,学科门类不全、专业设置单一,质量监管不到位。为促进境外办学可持续发展,有必要积极探索后疫情时代中国高校在东盟国家境外办学的对策:加强国家顶层设计、统筹布局,加大政策支持;提升中国高校自身国际竞争力,增强办学质量监管;加大力度鼓励社会力量参与境外办学,促进资源筹集多元化。这些对策既有助于实施中国高等教育“走出去”计划,又有助于提高中国高校的教育质量与国际声誉,提升中国高等教育的国际影响力。The joint effort to fight against the epidemic has contributed to build a closer community with a shared future between China and ASEAN countries.This has created new opportunities for Chinese universities to run schools abroad in ASEAN countries in the post-epidemic era.There are three modes of running schools abroad in ASEAN countries:Confucius Institute/classroom,overseas running mode of vocational colleges represented by Luban Workshop,and overseas branch schools or overseas campus.The three modes of running schools abroad have made remarkable achievements,but there are also some problems:unbalanced development between "bringing in"and "going out";difficulties in raising school running funds;incomplete disciplines,single specialty settings,and inadequate quality supervision.In order to promote the sustainable development of running schools abroad,it is necessary to actively explore the countermeasures of running schools abroad in ASEAN countries in the post-epidemic era:strengthen the national top-level design,coordinate the layout and increase the policy support;enhance the international competitiveness of Chinese universities and strengthen the supervision of school-running quality;intensify efforts to encourage social participation in overseas education and promote the diversification of resources raised.These countermeasures not only contribute to the implementation of the "going out" strategy of Chinese higher education,but also help to improve the educational quality and international reputation of Chinese universities,as well as enhance its international influence.
