差序格局下的公办与民办初中竞争关系探究

摘  要:在初中校际差异突出的背景下,公办与民办初中的竞争关系日益凸显。运用教育生产函数的框架分析发现:公办与民办初中在教育投入方面的竞争集中于优质生源的争夺,在教育产出方面的竞争单一化为升学率的高低,在投入—产出比方面的竞争遭到忽视。政府应当以“公民同招”等政策的出台为契机,营造出公办与民办初中有序合理竞争的氛围,促进初中阶段教育的优质均衡发展。Under the background of prominent inter school differences in junior high schools,the competitive relationship between public and private junior high schools has become increasingly prominent. Using the framework of education production function,we find that:( 1) the competition in education input of public and private junior high schools is concentrated in the competition for high-quality students;( 2) the competition in educational output of public and private junior high schools becomes the level of enrollment rate;( 3) the competition of input-output ratio of public and private junior high schools is ignored. The government should take the Same Enrollment Policy of Public and Private Schools as an opportunity to create an orderly and reasonable competition atmosphere between public and private junior high schools,so as to promote the high-quality and balance the development of junior high school education.
