摘　　要：现代分子生物学的发展推动人类进入到基因时代,极大地增强了人类认识生命、控制生命及改造生命的能力。基因编辑技术的出现与发展,为人类实现对自身自然组织的完全控制提供了相对便利的工具,这有利于推动科学研究以及医疗技术的发展,但其研究与应用也带来一系列伦理风险,主要表现为技术伦理风险与社会伦理风险。为规避其伦理风险,本文从针对基因编辑技术的研究与应用进行制约的伦理原则出发,通过健全科技伦理治理机制、加强科技伦理治理制度保障、强化科技伦理审查和监管及深入开展科技伦理宣传和教育,构建起从思想到行动、从研究到应用的社会规制体系,有效实现科技向善、造福人类的目标。The development of modern molecular biology has pushed human beings into the age of genes,which has greatly enhanced the ability of human beings to understand life,control life and transform life.The emergence and development of gene editing technology has provided a relatively convenient tool for human beings to achieve complete control over their natural tissues,which is conducive to promoting the development of scientific research and medical technology,but its research and application also bring a series of ethical risks.It is mainly manifested as technical ethical risk and social ethical risk.In order to avoid its ethical risks,starting from the ethical principles that restrict the research and application of gene editing technology,improve the scientific and technological ethics governance mechanism,strengthen the guarantee of the scientific and technological ethics governance system,strengthen the scientific and technological ethics review and supervision,and carry out in-depth scientific and technological ethics publicity and education.Building a social regulation system from thought to action,from research to application,which can effectively achieve the goal of science and technology for the good and the benefit of mankind.
