摘　　要：从政策工具视角分析创新创业人才政策可以为相关政策的制定和完善提供思路和意见,从而促进我国创新创业事业的进一步发展。以政策工具类型和创新创业人才政策子系统两个维度构建二维分析框架,通过文本分析法对我国17个省会城市(直辖市)的创新创业人才政策文本进行统计分析。当前我国创新创业人才政策在政策工具及其措施的使用结构、政策子系统、政策工具与政策目标的搭配上存在不完善不协调的问题,并据此提出针对性建议。The analysis of innovative and entrepreneurial talent policy from the perspective of policy tools can provide ideas and Suggestions for the formulation and improvement of relevant policies,thus promoting the further development of China's innovation and entrepreneurship.This paper makes a statistical analysis of the policies of innovation and entrepreneurship talents in 17 provincial capitals(municipalities directly under the central government)through text analysis.At present,the policy of innovation and entrepreneurship talents in China is not perfect and not coordinated in the use structure of policy tools and measures,the policy subsystem,the combination of policy tools and policy objectives,and accordingly put forward targeted advice.
