独立学院转设为国有民办高校的优势初探——以广西为例

摘　　要：2020年5月以来,全国独立学院转设进入快车道。截至2022年4月,广西9所独立学院已有5所完成转设,其中两所转设为国有民办高校。属地政府通过城市投资型企业控股转设高校,实现“国家所有,企业举办,经费自筹,办学自主”的国有民办模式。国有民办高校与属地城市双向赋能,易于获得政府的支持;因其经费自筹,不增加地方财政负担,却能很好地服务地方经济发展。国有型独立学院转设为国有民办高校后,招生质量稳中有升,高级人才流入明显。2022年独立学院转设将持续推进,对于国有型独立学院数量较多,但地方财政无意供养过多公办高校的地区,将其转设为国有民办高校是一种重要选择。Since May 2020, the transformation of independent colleges has turned into a fast lane. By April 2022, five of the nine independent colleges in Guangxi have been transferred, of which two have been transferred to municipal state-owned private colleges. Local governments hold independent colleges through urban investment enterprises, realizing the state-owned private-running mode that the colleges are “owned by the state, organized by enterprises, raising school funds and running school independently”. The two-way empowerment of state-owned private colleges and the local cities makes it easier to obtain the support of the government. Its funds are raised by itself, which does not increase the local financial burden, but can better serve the local economic development. After Guangxi independent colleges were transformed into state-owned private colleges, the enrollment quality has increased steadily, and the inflow of senior talents is obvious. The transformation of independent colleges will continue in 2022. For areas with a large number of independent colleges but insufficient local financial revenue, it is an important choice to turn them into state-owned private colleges.
