摘  要:在“碳达峰、碳中和”的背景下,新能源汽车行业的发展是我国从汽车大国转变为汽车强国的必由之路。建立协同创新系统,是解决战略性产业发展瓶颈的关键措施,因此,探究政府参与下新能源汽车行业协同创新系统具有重要意义。从竞合视角出发,运用演化博弈理论分析两家新能源汽车企业和政府之间的行为选择及演化均衡状态,并且仿真模拟初始意愿、双积分政策、税收优惠政策以及政府资助行为对于系统稳态的影响。研究表明,我国新能源汽车行业协同创新系统存在4个可能的演化均衡点;企业主体在协同创新系统中的策略选择与其获得的超额收益密切相关;双积分政策的实施和政府直接资助力度都将提升协同创新系统到达成熟阶段的速度,而税收优惠政策和政府间接资助将减缓这一速度。研究结果可以为促进新能源汽车等战略性新兴产业的协同创新提供正确的理论指导。in the context of“carbon peaking and carbon neutral”,the development of the new energy vehicle industry is a necessary path for China to move from a large automotive country to a strong automotive country.Establishing a collaborative innovation ecosystem is the key measure to solve the development bottleneck of strategic industries.Therefore,it is important to explore the collaborative innovation system of new energy vehicle industry with government participation.From the perspective of co-opetition theory,the behavioral choices and evolutionary equilibrium among two new energy vehicle enterprises and the government were analyzed by using tripartite evolutionary game theory.Simultaneously,it simulated the impact of the initial willingness,double-integral policy,tax incentives,and the government funding behavior on system stability.The results show that there are four possible evolutionary equilibrium points in the collaborative innovation ecosystem of China’s new energy automobile industry;the strategic choice of corporate entities in the collaborative innovation system is closely related to the excess income obtained;both the implementation of the double-integral policy and the direct government funding increase the speed for collaborative innovation system to quickly reach a mature stage,however,tax incentives and indirect government funding slow down this speed.The results provide correct theoretical guidance for strategic emerging industries to promote collaborative innovation.
