摘  要:联合国维和人员是国际组织人才的重要组成部分,维和人员的跨文化能力是衡量其国际任务胜任力的重要维度之一。本文采用定量和定性结合的方法,利用前期构建的跨文化能力理论模型及相应的量表和访谈提纲,对联合国维和人员跨文化能力的现状进行研究。通过对某维和分队160名维和人员开展问卷调查,发现其整体能力处于中等。跨文化能力4个模块评分从高到低的排序依次是态度、知识、技能、意识,各模块中均存在一定的短板;通过对10名观察员和机关工作人员的访谈数据及案例进行分析,发现该群体由于教育程度较高,所以跨文化能力也较强,但对工作中涉及的文化专业知识需要进一步加强;研究外语能力与跨文化能力的关系,结果显示在联合国维和场景下,外语能力与跨文化能力呈正相关关系,但当外语水平达到一定程度时,外语能力对跨文化能力的影响会显著变弱。希望本研究能为提升联合国维和人员跨文化能力提供借鉴。UN peacekeepers are an important part of the talents of international organizations,and their cross-cultural competence is one of the important dimensions which show how well they can perform international tasks.Using the scale and interview outline constructed in the previous studies,this paper conducts a survey on the cross-cultural competence of UN peacekeepers by adopting a combination of quantitative and qualitative methods.Through analyzing the questionnaire of 160 peacekeepers from a UN peacekeeping unit,the study finds out that the four modules of cross-cultural competence from high to low ratings are attitudes,knowledge,skills and awareness.The overall competence is average and some shortcomings and weaknesses exist in each mo-dule.An analysis of the interview data and cases from 10 observers and office staff reveals that they are strong in cross-cultural competence due to their educational background,but the cultural knowledge involved in the work needs to be further streng-thened.The study also explores the correlation between language and cross-cultural competence.The results show that foreign language proficiency is positively correlated with cross-cultural competence in peacekeeping scenarios,but the relation weakens when foreign language proficiency reaches to a certain high level.Hopefully,the study can provide some insight for further enhancing the cross-cultural competence of peacekeepers.
