摘　　要：工程科技进步和创新对经济社会发展的主导作用愈加突出,从国家战略需求和经济社会发展需求的角度把握工程科技的发展趋势,对于优化科技资源配置、推进实施创新驱动发展战略、实现科技自立自强具有重要意义。本研究基于需求拉动创新理论分析科技进步与产业发展的关系,以及新兴产业发展需求推动技术创新的理论激励,提出面向未来重点产业发展需求的工程科技预见研究框架体系和实施路径。基于未来经济发展预测和未来经济社会发展的愿景描绘,以医疗卫生和能源两个行业为例,综合考虑行业未来发展面临的关键问题、国家重大战略的目标要求等,邀请领域战略专家对行业工程科技的需求方向、重点工程技术、发展制约因素和可能的产业化前景进行预见。The progress and innovation of engineering science and technology increasingly plays a dominant role in the economic and social development.Seizing the development trend of engineering science and technology from the perspective of national strategical and social-economic needs has great significance on optimizing the allocation of technological resource,promoting the implementation of innovation-driven development strategy,and realizing self-reliance and self-improvement of science and technology.Based on the theory of“demand-driven innovation”the paper analyzes the relationship between scientific and technological progress and industrial development,analyzes the theoretical incentives for the development of emerging industries to promote technological innovation,and proposes a research framework and implementation path for engineering science and technology foresight to meet the development needs of key industries in the future.Based on the forecast of future economic development and the vision of future economic and social development,the paper takes the two industries of health care and energy as examples,comprehensively considers the key issues faced by the future development of the industry,the goals and requirements of major national strategies,etc.,and invites strategic experts in the field to forecast the demand direction of engineering technology,key engineering technology,constraints and possible industrialization prospects of industrial engineering technology.
