基于营商环境视角的民营企业创新活力组态路径研究

摘　　要：近年来创新活力不足已成为制约民营企业发展的关键瓶颈,营商环境作为推动民营企业创新发展的突破口和着力点已得到社会各界的普遍认可。然而,什么样的营商环境能激发民营企业的创新活力?这一问题尚未得到有效解决。本文以民营上市公司为研究对象,运用模糊集定性比较分析方法(fsQCA),基于营商环境视角,在组态思维下对民营企业创新活力的提升路径进行探索。研究发现:①单个营商环境要素并不构成提升民营企业创新活力的必要条件。②激发民营企业高创新活力的营商环境组合有4条路径,分别为政府主导逻辑下依托公共服务的金融驱动模式、政府助力逻辑下依托人力和法治的金融驱动模式、政府与市场双元逻辑下依托公共服务的创新驱动模式以及市场逻辑主导下的创新驱动模式。③非高民营企业创新活力的驱动机制有3条路径,且与高民营企业创新活力的驱动机制存在非对称因果关系。研究结论有助于推动营商环境研究更细粒度的理解,推动我国营商环境持续优化,并为民营企业探索创新活力驱动路径提供理论参考和有益实践启示。In recent years,the lack of innovation vitality has become a key bottleneck restricting the development of private enterprises.As a breakthrough and focus of promoting the innovation of private enterprises,the business environment has been widely recognized by all sectors of society.However,what kind of business environment can stimulate the innovation vitality of private enterprises?This problem has not been solved effectively.This paper takes private listed companies as the research object,uses the method of fuzzy set Qualitative Comparative Analysis(fsQCA),and explores the path to enhance the innovation vitality of private enterprises under the configuration thinking from the perspective of business environment.This paper has the following research findings.①The elements of a single business environment do not constitute a necessary condition to enhance the innovation vitality of private enterprises.②There are four paths to stimulate the high innovation vitality of private enterprises,namely,the financial driving mode of relying on public services under the government-led logic,the financial driving mode under human and legal system,the innovation-driven mode of government and market dual logic relying on public services,and the innovation-driven mode under the market logic.③There are three paths to the driving mechanism that stimulate the innovation vitality of non-high private enterprises,and there is an asymmetrical causal relationship with the driving mechanism that enhances the innovation vitality of high private enterprises.The conclusions of the study help to promote the understanding of the finer-grained nature of business environment research,facilitate the continuous optimization of China s state-owned business environment,and provide theoretical reference and useful practical enlightenment for private enterprises to explore the driving path of innovation vitality.
