摘 要:2018年国家机构改革以来,新时代海关面临业务融合和组织人才发展的双重机遇与挑战,为此,海关总署决策采用业务技能实训等举措促进“关检融合”。自2019年,海关积累了相关实训教学经验,实施过程中仍存在诸多理论或实践问题。干部教育培训研究者与管理者已关注到源自职业教育的实训教学,然而相关研究较少且缺乏理论深度。借鉴职业教育的实训模式研究,以情境学习理论为视角,以海关一线业务实训为切口,构建一个实训模式,以期为海关业务实训提供方法论支持。After the structural reform, China Customs is faced with the dual challenges of functional integration and organizational talent development.Therefore, the General Administration of Customs of the People’s Republic of China(GACC) has decided to implement practical training to promote organizational development and meet the challenges of the times.Since 2019,China Customs has accumulated relevant practical training experience, but there are still many theoretical or practical problems to be solved.Researchers and practitioners in the field of official education and training have paid attention to the practical training derived from vocational education and have had many successful cases.From the perspective of literature, there is a lack of theoretical dialogue with the current academic frontiers of learning science.Through an overview of the current research on the practical training, a practical teaching mode is constructed from the perspective of situational learning theory and practical training of the front-line customs operations, so as to provide theoretical support for the practice of customs practical training.
