高校免税进口设备采购面临的问题及对策研究

摘　　要：随着“双一流”建设的不断推进,进口设备因其具有精确度高、质量可靠、维护成本低及可享受国家减免税优惠政策等特点,采购量急剧增长。针对免税进口设备采购现状及存在的主要问题,以免税进口设备采购全流程为切入点,从加强采购前期设备调研质量、规范采购过程、严格采购后期验收环节三个方面提出解决问题的对策,以期能够为高校免税进口设备采购管理工作提供参考。With the promotion of the"Double First-class"construction,due to the characteristics of high accuracy,reliable quality,low maintenance cost and the enjoyment of national tax reduction and exemption preferential policies for imported equipment,the procurement volume has increased sharply.Starting from the whole process of the procurement of duty-free imported equipment,the article analyzes the current situation and main problems of the procurement of duty-free imported equipment,and puts forward suggestions and countermeasures to solve these problems from three aspects such as strengthen the quality of preliminary equipment surveys for procurement,standardize the procurement process and strict post-purchase inspection link.It is hoped that it will be able to provide assistance in the procurement management of duty-free imported equipment for universities.
